Policy Fellow – Recent Master's Degree Required (Fall/Winter 2025, Spring 2026) at College Board – Global Policy and External Relations (GPER) 

Location:  

  • This is a remote role. Candidates who live near CB offices have the option of being fully remote or hybrid (Tuesday and Wednesday in office). All CB employees are required to occasionally travel to meet in person for business purposes. 

Role Type:  

  • This is a full-time position that will last for 15 months, with the final 3 months earmarked for internal/external transitions and work rollover. 

About the Team 
The Policy & Advocacy team is part of the Global Policy and External Relations Division (GPER), composed of a close-knit, mission-driven team of policy and government relations professionals who work in a fast-paced environment to drive impactful policy proposals and appropriation priorities from design to implementation. We are pragmatic and solutions oriented, focused on what works to advance our goals with urgency and clarity. 

Our core capabilities are policy design and adoption to reach a broader group of students, field and subject-matter expertise to help College Board programs innovate and adapt, and advocacy and policy implementation to build and maintain a powerful network of external allies that will help us advance our organizational goals. 

About the Opportunity   

As one of our year-long Policy Fellows, you have a unique opportunity to work in a fast-paced environment while gaining real-world experience with policy research and development, the legislative cycle, and partner management. You play a critical role in assisting the Policy team in researching, generating, and advancing policy ideas that clear a path for all students to own their future. The role is designed to use emerging tools, including AI-supported workflows, to streamline research and analysis, allowing team members to focus on interpretation, strategy, and collaboration. 

You strengthen the team’s capacity by developing specialized expertise in key policy areas related to K-12 and/or postsecondary issues, by providing thoughtful analysis, sound judgment, and the ability to translate research findings into clear, actionable recommendations for internal and external stakeholders. You also help manage the day-to-day of an external policy partnership, learning the ins-and-outs of the broader education policy ecosystem. 

The fellowship will run from June 16, 2026 to September 17, 2027. 

In this role, you will:  

Policy Research and Analysis (60%)  

  • Conduct literature reviews and policy scans on issues related to K-12 education, post-secondary pathways, including college and career, access, and success 
  • Develop deeper specialization in 1-2 policy issues that affect College Board programs (examples include AI and career technical education)  
  • Assist team subject-matter experts in analyzing state-level legislation related to policy issues 
  • Attend and summarize education-related meetings and conferences on behalf of College Board  
  • Analyze quantitative and qualitative data to inform policy analysis, policy development, and advocacy 

Advocacy (20%) 

  • Support the infrastructure and scaling of an external partnership that advances key College Board priorities 
  • Work closely with the partner lead to develop partnership strategy, including goals (and why they matter), messaging, and shared vision 
  • Create compelling evidence-based advocacy materials to support the College Board’s advocacy efforts 
  • Develop project plans to ensure partnership runs smoothly 
  • Manage day-to-day communications and meeting prep to ensure goals are met 
  • Capture and disseminate critical information, notes, next steps and pre-reads 

Strategy (20%)  

  • Develop an independent culminating project focused on advancing opportunity for students 
  • Collaborate with top, national experts in education policy to develop research and advocacy ideas and/or policy recommendations 
  • Analyze the policy area for strengths and opportunities and craft recommendations and an implementation plan to present to key College Board stakeholders 
  • Regularly coordinate with the team and other internal partners to execute projects or slide decks 

About You  

You have:  

  • 2-3 years of work experience related to public policy, data analysis, consulting, or education 
  • A recent graduate of a master's program exploring public policy or education policy (Fall/Winter 2025 or Spring 2026) 
  • General knowledge of K-12 and/or higher education issues from a state- or national-level  
  • Confidence using AI to advance and enhance work or a willingness to learn; able to distinguish between AI “slop” and strategic information with ease 
  • Strong analytical skills and a data-driven approach to decision-making and prioritization 
  • Ability to analyze and succinctly summarize key data points 
  • Available to travel 6-10 times over the course of the year 

Exceptional candidates can effectively speak to: 

  • Familiarity or awareness of one or more of the following areas: data privacy legislation, teacher policy, high school course taking and graduation requirements, career and technical education, and AI 
  • Excellent written and oral communication skills with internal and external stakeholders

About Our Process   

  • Application review will begin immediately and will continue until the position is filled. This role is expected to accept applications for a minimum of 5 business days.

  • The hiring range for this role is $52,000–$85,000.
